Winston Hall: The End of the Legend

So, Winston Hall met his end in somebody's backyard wielding a cutlass. I suppose this story will go on and on through the ages like "Milly" and "Brother Neddy." My question is shouldn't the police have given him two in the legs instead of two in the chest. Perhaps they truly thought they were in mortal danger.
